The field of disaster management encompasses spans stakeholders across every sector and industry. Community organizations champion service at every stage of a disaster, yet current research fails to capture disaster through their eyes. Interviews and qualitative theme analysis ground the work exploring seven public servants who served their community during the 2013 Weld County Colorado Floods. Findings, when pooled in collaboration with community organizations, will improve best practices at every level of disaster management.
